Egypt's draft constitution enshrines army role in politics

Egypt's new constitution, according to a draft text completed on Saturday nearly five months after the army deposed an Islamist president, will bolster the military's hand and ban religious parties.

The constitution, expected to be put to a referendum in December, is part of an army-planned political transition meant to lead to parliamentary and presidential elections next year.

"In the early hours of the morning the assembly (reached) an overall consensus over the constitution articles," its chairman, former Arab League chief Amr Moussa, told a news conference.

The 50-member constituent assembly later began voting to approve the draft, article by article, and once this process is complete it will submit the document to interim President Adli Mansour, who will set a date for the referendum.

The final draft, seen by Reuters, does away with the Islamist-inspired additions that featured in the constitution approved by a referendum during Morsi's year in office.

Leading Egyptian activist turns himself in

CAIRO - Ahmad Maher, a symbol of the popular uprising that ousted autocrat Hosni Mubarak in 2011, turned himself in to the authorities on Saturday after an order for his arrest was made for defying a tough new law restricting demonstrations.

The protest law, passed a week ago by the army-backed interim government, has provoked an outcry among rights groups. The army deposed elected Islamist President Mohamed Morsi on July 3, following mass protests against his rule, and the country has seen widespread unrest since.

Maher and around 100 supporters made their way to Abdeen court, chanting: "Down down with military rule. I'll write on the prison wall that army rule is a shame and a betrayal."

Clashes broke out between security forces and activists outside the court after Maher turned himself in to prosecutors. Police fired tear gas and used their batons to disperse the crowd.

Four dead, 6 injured in plane crash in southwest Alaska

JUNEAU, Alaska - A Cessna 208 with at least 10 people on board crashed in southwest Alaska on Friday evening, killing four people including the pilot and injuring six others, officials said.

The small, single-engine aircraft, heading for St. Mary's from Bethel, two small settlements in a remote area of the US state, was reported missing at about 7 p.m. local time (0400 GMT Saturday), said Megan Peters, a spokeswoman for the Alaska State Troopers.

The wreckage was located near St. Mary's at about 8:30 p.m. local time. Alaska State Troopers were on the scene and treating the injured, but the extent of the injuries was unclear, Peters said. The cause of the crash was not immediately known.

"Our main focus is the people that are alive that need medical attention - the 'why' comes after," Peters said.

Berlusconi accused of bribing witnesses in prostitution trial

MILAN - An Italian court accused former Prime Minister Silvio Berlusconi on Friday of bribing witnesses to give false testimony in a trial linked to the case in which he has been charged with paying for sex with a minor.

The accusation, two days after Berlusconi was stripped of his seat in parliament for tax fraud, came in a written judgment from the trial of three associates of the billionaire media tycoon who are charged with procuring prostitutes for parties at his home near Milan.

The court said on Friday the evidence against Berlusconi and the others implicated had been sent to prosecutors who are expected to open a new investigation into the case, court documents showed.

It said there was evidence Berlusconi had paid "money and other benefits" to young women who had taken part in the parties near Milan to give false testimony in the case, one of a number of scandals which overshadowed the end of his last government in 2011.

It said the regular monthly payments of at least 2,500 euros ($3,400) to witnesses in trials in which the 77-year-old Berlusconi was implicated "is not an anomaly but an illegal action. It is evidence of corruption."

Five Syrians killed as boat sinks off Turkey's coast

ISTANBUL - Five Syrians died and nine others were rescued after a boat sank off the coast of Turkey while trying to cross to the Greek island of Lesbos, the Turkish Coast Guard Command said.

The boat, carrying 14 Syrians believed to be fleeing the civil war in their homeland, sank in the early hours of Friday some five nautical miles (nine km) off the western province of Balikesir.

A two-month-old baby was among the dead, a spokesman for the Coast Guard Command said. None of those being treated in a local hospital were in critical condition.

Some 700,00 Syrians have taken refuge in Turkey from the war and more than 400,000 of them are living outside refugee camps.

Turkey, which shares a 900-km (560-mile) border with Syria, is a strong critic of Syrian President Bashar Assad and a major supporter of the rebels fighting against him.

The United Nations expects another 2 million Syrians to become refugees in 2014 and 2.25 million more to be displaced within their country.

Two men almost decapitated British soldier on London road, court hears

LONDON - Two men who killed a British soldier in broad daylight on a London street in a "cowardly and callous murder" tried to behead their victim after they had deliberately run him over, a court was told on Friday.

Michael Adebolajo, 28, and Michael Adebowale, 22, knocked down Lee Rigby, 25, as he crossed a street in Woolwich in southeast London on the afternoon of May 22 before setting upon his unconscious body with a meat cleaver and knives.

"He was repeatedly stabbed and it appears it was Michael Adebolajo made a serious and almost successful attempt to decapitate Lee Rigby with multiple blows to his neck made with the meat cleaver," prosecutor Richard Whittam told London's Old Bailey criminal court at the start of the men's trial.

"They had committed a cowardly and callous murder by deliberately attacking an unarmed man in civilian clothes from behind, using a vehicle as a weapon," Whittam added.

Both men deny the murder which horrified Britain. The trial is expected to last three weeks.
