Israel expects the International Criminal Court to reject the Palestinian Authority's bid to join the tribunal on the grounds that it "is not a state," Prime Minister Binyamin Netanyahu said Thursday. In response to losing its attempt to get the U.N. Security Council to set a deadline for Palestinian statehood , the P.A. on Wednesday submitted letters of accession to almost 20 international treaties, including the Rome Statute, the ICC's founding treaty.
