China says "irresponsible" not to report in flight zone

China's Defense Ministry said on Tuesday that countries whose aircraft were not reporting their flight plans to China in a new Chinese air defense identification zone over the East China Sea were "irresponsible."



But the ministry also said in a statement on its website that China considered the zone to be one of cooperation and not confrontation.
