Australia on Monday unveiled fresh sanctions against Russia over what Prime Minister Tony Abbott called its "bullying" of neighboring Ukraine, where the Kremlin is accused of backing pro-Russian insurgent groups battling the government in Kiev.



The sanctions, which restrict arms exports and the access of Russian state-owned banks to Australian capital markets, build on financial sanctions and travel bans enacted by Australia in March.



"So far, at least 2,500 people have lost their lives in this conflict. Let's be clear about what is happening here. Russia started it and Russia must take responsibility for this loss of life," Abbott told parliament.

Heavy fighting between Syrian army forces and rebels erupted on the Golan Heights on Monday, a Reuters photographer said, but it was unclear if either of the two sides had gained an advantage to control a key frontier crossing.



Rebels of al-Qaida-linked Nusra Front have been battling the Syrian army in the area and have wrested control of the crossing at Quneitra, which is operated by the United Nations.



Persistent small arms fire and explosions from mortar shells and other munitions could be heard on the Israeli-controlled side of the frontier of the strategic plateau, the photographer reported.



At least one tank belonging to the Syrian army loyal to President Bashar Assad was also involved and rebels could be seen a few meters (yards) away from the frontier fence.

DUBAI - Iran's possible response to new US sanctions could "not be pleasant", its foreign minister said on Sunday, raising the prospect of tit-for-tat retribution against the Islamic Republic's old adversary weeks ahead of fresh nuclear talks.



Iranian leaders reacted with dismay to Friday's announcement that Washington was going to penalize a number of Iranian and other foreign companies, banks and airlines for violating sanctions against Tehran, most of which are tied to a decade-old dispute about its nuclear program.



Washington said the moves were a signal that there would be no let-up of sanctions while international talks were underway to ease the economic measures in exchange for Iran's agreement to curb its nuclear activities..

Fiji says no word on location of UN peacekeepers seized in Syrian Golan

The head of the Fijian army said on Sunday negotiations for the release of 44 soldiers seized by an al Qaida-linked group on the Syrian side of the Golan Heights were being pursued but he worried there had been no word on where his men are being held.



The UN peacekeepers from Fiji were detained by Islamist militants on Thursday, one of several groups attacked in the volatile frontier between Syria and Israel.



The United Nations and Manila said on Sunday all of more than 70 Philippine troops trapped by Islamists in a different area of the frontier were now safe, but it is still not known where the Fijians are being held.



"We still at this stage cannot confirm the exact location of our troops. We are continuing negotiations at all levels," Fijian Army Commander Brigadier General Mosese Tikoitoga told a media conference in Fiji on Sunday.

MOSCOW - Ukraine has handed over a group of captured Russian paratroops and Russia has returned 63 Ukrainian soldiers who crossed into its territory last week, Russian news agencies quoted a paratroop commander as saying.



RIA news agency quoted Russian Major-General Alexei Ragozin as saying the paratroops had been handed back after "very difficult" negotiations.



Ukraine said last week it had captured 10 paratroops and presented them to the press as evidence that the Russian military is fighting alongside pro-Moscow separatist rebels in eastern Ukraine. Russia said the men had crossed an unmarked section of the border by accident.

Iran nuclear talks to continue

The six global powers will discuss ways to reach a comprehensive nuclear deal with Iran on the sidelines of the United Nations General Assembly in New York in September, the European Union's foreign policy chief said on Saturday.



Catherine Ashton, the EU's top diplomat, is expected to continue to lead nuclear negotiations with Iran even as she leaves her EU job at the end of October.



"There are ongoing discussions on that," Ashton told a news conference when asked if nuclear talks would take place in New York around mid-September.



"We will use the opportunity of the General Assembly in New York to also do that," Ashton, speaking at the end of a two-day informal gathering of EU foreign ministers in Milan that discussed the situation in Ukraine, Iraq and the Middle East.



Ashton is due to meet Iran Iranian Foreign Minister Mohammad Javad Zarif in Brussels on Monday.

Iran criticizes new US sanctions

Iran said on Saturday that new US sanctions placed on some Iranian and foreign banks and businesses would have negative consequences on its nuclear negotiations with world powers.



"These actions are inconsistent with the current process of nuclear negotiations," Foreign Ministry spokeswoman Marzieh Afkham said in remarks quoted by the state news agency IRNA, referring to measure announced by Washington on Friday.



"At a time when the Islamic Republic of Iran has taken confidence building measures based on the agreements, as was reflected by the IAEA reports in Tehran, Iran is expecting the same actions by the US and the rest of the (powers)."

Rebels destroy east Ukranian town, says its military

Ukraine's military said on Saturday its forces had pulled out of areas to the east of the border-area city of Luhansk under pressure from Russian-backed rebels and that Russian tanks had been used to "destroy virtually every house" in one small town.



"Direct military aggression against eastern Ukraine is continuing," Kiev's defense and security council said in a separate Twitter post.

Report: UN troops flee Syria towards Israel

Al Jazeera reported on Saturday that UN peacekeepers stationed on the Syrian side of the Golan Heights buffer zone were fleeing Syria towards Israel.



The report said the UN peacekeepers were abandoning their posts following attacks by militant rebels in the area. It was not stated how many troops have left their posts or from what nationality they were.
